Coalition Meets to End Human Trafficking 10/30/2007 Washington, D.C. –– A broad left-right coalition of leaders from diverse organizations will meet on Thursday, to lobby for revisions to the draft bill against human trafficking that will result in a strong and effective Trafficking Victims Protection Act ––– H.R. 3887, the William Wilberforce TVPA Reauthorization Act of 2007. This is history in the making.
The coalition is advocating for specific issues in the draft of the legislation, including:
Require the Department of Justice to withdraw and remediate the adverse effects of their “Model Law” that requires proof of force, fraud or coercion before a pimp can be prosecuted, which is very difficult to prove and puts the burden of proof on the victims. Focus should be instead on using existing State laws criminalizing sex trafficking without any requirement to prove trafficker acts of fraud, force or coercion.
Mandate a biennial survey of the unlawful commercial sex industry in the U.S.
Involve the State Department’s Trafficking in Persons office in preparation of the anti-trafficking pamphlet for aliens seeking admission into the U.S.
Pass an amendment to ensure that persons who “entice or persuade” individuals to engage in prostitution violate federal criminal law if they do so in a manner that “affect[s] interstate or foreign commerce.”
